The problem is not just "resources deployed elsewhere". Someone had to communicate to the shooter that this was a good day for an assassination, and what rooftop was vulnerable. No way a 20 year old figures that out on his own.

If the shooter didn't have help, he would have been caught right away. "Man with gun arrested at Trump rally" wouldn't even be a headline.
