Joe Biden issues a personal statement on the Special Prosecutor's finding that he should not be charged for retaining classified records from his stint as Vice President.
Clearly he is reading a prepared statement. He has some clarity answering questions.
But he is clearly angry and defensive, to the extent that in referring to the special prosecutor's judgement that he is too forgetful and cognitively impaired to be charged, he says "how dare he! that is none of his business!" Ok, it's not his business, so charge you like a grown man.
Peter Doocy asks him about his cognitive abilities and Biden answers "my memory is so bad I let you speak" - as opposed to censoring a press member.
Also, @12:38, speaking in regard to questions about GAZA:
"as you know, the president of Mexico, Cici, did not want to open up the gate to let humanitarian material to get in...I talked to Bibi, 'open the gate on the Israeli side.' "
